English meaning of the text
My local library closes as early as 14 on Saturdays.
In my opinion it should stay open until the evening, because many people also work at weekends.
I understand that longer opening hours require arrangements.
Even so, a few extra hours would make studying easier for people who work, for example.

A concession introduced by vaikka does not necessarily express the conclusion. Follow the text through to the stated proposal and preserve its limited scope: one later Friday service.

Separate a claim from a concession. Practise following the writer's position even when they acknowledge an opposing consideration.

The writer wants the library to stay open longer on Saturdays. In their opinion, it would help people who work at the weekend.
The summary attributes the view to the writer and uses a conditional for the possible benefit. It preserves the distinction between the current timetable and the proposed one.
